This seems to be a Time Trial contest. At least that's what you can deduce from the penalties section of the rules.
But is it a really good idea to make the drivers pit every single lap? I've tested the settings - which btw differ from those ingame - in Miller Motorsports so far. Maybe that's not just my piece of advice :shrug:

Generally, I pretty much like this nation kind of thing but, personally, I couldn't really come to terms with the settings and the car physics.
@Reh: Sorry, no Rudy here but I'm sure Reh/Majortom for Germany wouldn't be less successful.

I think its a interesting idea, but you should some change nation rules.
I can gave you advice:
You should take not limited drivers per nation, BUT you must take best result from nation!
EXAMPLE
1.USA GP
Results
1.Reh (GER)
2.Majortom (GER)
3.Zegarek (GER)
4.Lotus Renault GP (RUS)
Germany had a best place 1st, Russia - 4th. Consequently, Germany got 20p, Russia 12p.

@Lotus_Renault_GP:

It will be great idea, but must be equal chance for every team.
Example:
Drivers for Japan is less than from Germany.
Are you understand?
