Football Teams Generally AI?

Greetings,
I'm currently working on a open source project that will be something new to the GeneRally. So far the project is in progress stage and I'll show it when the time comes. One of the things I'll reveal however is that the racing in GeneRally will be between football teams (on club and international level). However I need your help with the AI level of the teams. I'd like to use the league tables as a AI base, but for some like the international tournaments some teams fail to score points or in others the gap between first and sixth in a group (you can't have 18-20 drivers) will be unrealistic. How can I make the most realistic AI based on football scores?

When I make AI sets based on real series, I usually take the best driver (season champion) and set him at a base value (usually 100). I then assign AI values to other drivers based on relative points to the champion, usually decreasing by 1, or if there is a very small gap 2 or even 3 drivers can share the same value, and if there is a large gap I'll jump by a couple of levels. It's not an exact or scientific method, but it works for me. You might be able to adapt that using the records of the teams relative to each other.

Let's take for example the 2014-15 Premier League. Champion Chelsea is the base AI 100. How to make the AI for the other clubs?

I'd rather calculate strength of a team looking at market value of its players (for example by taking median or average value), which is in my opinion the only reliable determinant of team's force. UEFA ranking works well for teams which at least from time to time participate in international cups, yet it is worthless in case of comparing teams outside the strict top - as Marcinho said, any team from Primera Divison clearly plays better than Legia Warsaw. You can obtain all necessary data from transfermarkt.
