Well, sometimes I'm creating my cars even in 20 minutes. But 60 minutes is sometimes better.

I guess you are mixing apples with pears, Bif. In my opinion a time limit for car creation can't be applied unlike tracks. That's because while making a car, you don't just work on its shape but also on physics, which are more sensible, need much more time to refine. Although I would be able to create a car within about an half hour, but in most cases that would still be rough to race with.

Hmm, I'm not so sure about that. For me the fun of making cars is first working on the body shape (which should probably take at least 15-20 minutes, more if trying to create a real car), then spending a little while tweaking physics until they feel right (which could happen quickly or not) and then sometimes my cars end up sitting a few days and taking a couple of sessions to tweak physics, car sizes, etc. Then, if the cars are real, of course they need proper liveries, which again depending on the car pack may not take too long, or could take a while (like with a NASCAR or V8Supercar set). If I had more time at the moment I might consider trying this challenge, but it wouldn't be my preferred method of making a car. Often I am not satisfied with my cars the first go-round. Usually I let them sit a day or two, then come back to them to see if there is something I might like to adjust that I didn't think of when I first finished it.
