Hello Txizzle !
On the GeneRally Database you may find Strava's car editor but it's older than Juan's one and may be really primary for cars creation nowadays.
Maybe if you tell us what exact problem(s) you encounter we may help you better.
Are you missing a .ddl file, a .ocx file like Maikibu above ? Have you tried windows XP or Windows 7 compatibility mode ? Do you love pigeons ? Do you smell like coconut ?

In fact I had the same problem as you and I'm on Windows 8.1. You have to download this missing file and follow the procedure explained on this page :

I'll have a look at it this weekend, i am kind of 'fuzzy' in the mind lately, hadn't gotten round it yet. Thanks for the suggestion either way.

More vintage F1 cars! Where do I find them? Looking for 70s and 80s cars. Laudas Ferrari would be awesome.

So Someone made a 1995 CART set, but it only had 7 cars. Would love to see more added to it.
The Cars in the pack are
Marlboro
Players
KMart
Duracell
Chapeco
Castrol
and a Player car
To my knowledge, Castrol didn't sponsor CART cars until the late 90's

Miller Genuine Draft
Valvoline

If someone could just make Haruna's Prospect-X car's specs on a "RC Buggy" (with rear wings... and with some differences on visuals, like "3 different chassis"), that'd be awesome. That car is so fun to drive. It actually feels like a 4wd car. I love it and ONLY play with that. But I love those RC Buggy look. No idea how I could make one so here I am asking haha.
