How do I import a 512x512 heightmap?

I'm trying to make high kerbs. My first plan was to have a bunch of sunk tyres next to each other, which proved extremely time consuming.
How do I put a 512x512 heightmap into my track? (if possible)

It's not possible to make 512x512 HMap as TrackEditor reads only 64x64. The differences between high and low terrain needs to be sensible generated.
