This is my old palette editor from 2005. It runs OK on both an old Win7 laptop and my new Win10 machine.
The old setup.exe might say there is not enough disk space.
Click install anyway and it should work.
Here is a good track for testing palettes. It has one of every object and surface on it:
Tips:
The preview windows are 1.3x1 aspect ratio. ( i.e 640x480 , 800x600 etc )
GRPalEdit will not distort the images but you will have to scroll to see the whole image.
To zoom in/out quickly, click the +/- keys once, then hold the enter key down.
The read me file is in the zip and has explanations for all of the operations.

Installation:
Extract files to a temp folder
Run SETUP.exe
Delete temp folder

Picture Controls:
Load: Load picture to the viewing pane
MUST be an 8 bit/256 color bitmap
Large pics may slow down the pan function
Palette: Extract the picture's palette to the palette grid
The original pic is kept in memory
So this will always reset the pallet grid to the pic's
original palette
Draw: Re-draw the pic using the colors in the palette grid
Save: Save a copy of the picture using the current colors in the palette grid
+/- : Zoom In/Out
Click+Drag: Pan/move the picture

Load: Load a palette to the palette grid.
MUST be a windows format 256 color palette.
Save: Save a copy of the current palette grid as a windows .pal file.

Left Click: Set start of Copy From block
Shift+Click: Set end of Copy From block
Ctrl+Click: Set start of Copy To block
Copy Button: Perform Palette Copy

Edit the Copy From Palette & Index boxes and click Copy Button

Left Click: Select color
Alt+Click: Paste Single(First Selected) Color

** Adjust Hue, Saturation & Luminance for a block of palette entries **
Left Click: Set Start of range to adjust
Shift + Click: Set End of range to adjust
Note: a max of 32 colors can be adjusted at one time
Click HSL Button
Move HSL sliders with the mouse or
Cursor keys to increment by 1
Page up/down to increment by 10
Save Button: Save adjusted colors to color grid
Cancel Button: To discard changes.
