Propably he mean that he got (downloaded) many cars from RSC and still got them

I don't know why there's so many problems about restoring tracks, cars and add-ons. This game is supposed to be freeware, isn't it?? If so, content created for it should be the same 
... I think everybody should be allowed to restore content, always saying "this content was not made by me" and, if available, saying who was its original author.
