[rwl] [cir] [stc] Miami Hard Rock Stadium F1 Circuit

Another circuit that's supposed to be on the F1 calendar next season, coming right up.
This one, as you probably already know, runs around the parking lot of the home field of the Miami Dolphins. Considering the circuit hasn't been used yet (or even really built), it's kind of hard to make it superrealistic - my references have been the few onboard videos and sim videos released of the circuit so far.
This circuit also comes with its own palette, to give you the vibrant teal runoffs and orange-and-white kerbs that the circuit looks like it will have. You can find that in the zip file below.
